Hi.
I am a total newbie at xoops. i wonder if there is a module
or block that the admin can use to put a message out to all the users, and it stays there until admin take it away. lika admin message in postnuke.

I think the easiest way to accomplish this is to create a block in "System" -> "Blocks" and then give access to all groups in "System" -> "Groups" You could even entitle the block "Admin Message" as an added hint to your users. Once the message is no longer needed, you can delete the block, or set it to not visible in "System" -> "Blocks"
