not really an answer to your issue but. if you were wondering why you couldnt register the user name 'admin' it is that there is a setting for user registrations that has a list of names that people cannot register with (you can add more or delete them also.). the default list is webmaster|^xoops|^admin . it means any name that starts in XOOPS or admin, or is the name webmaster are not allowed to be registered.

Actually, that answers my question regarding the "admin user", so I will close this thread. Thanks for the clarification.

Unfortunately, my problem with permissions and inability for my webmaster id to access anything under "System" remains per my threadhttps://xoops.org/modules/newbb/viewtopic.php?topic_id=68834&forum=20
