Do Anonymous Users have permission to access the Polls module?

As far as I know on my website, no.

This is for renaming modules already on the server. I believe.

System Admin --> Groups --> Edit Anonymous

Do they have module access there?

They have it for the block but not for the module because it appears on the side in the navigation and I don't prefer to have a polls module in the navigation but on the block.

Any Insite?
