Try this then, System Admin - preferences - User Info Settings, make sure that allow new user registration is set to Yes. And check all other settings on the page to match your preferences for new users.

Under System Admin -preferences - User Info Settings, I have not the User Info Settings. My XOOPS is v.2.2.2

Then I would imagine that these settings would be within the Extended Profile module Module Preferences.

This is one of the problem after i've upgraded from 2.0.3.2 to 2.2.

Goto -> Admin -> Users -> Groups -> Choose Anonymous Users and Modify -> Tick Extended Profiles under Module Access rights.

That should do the job. Lets hope this would solve your problem.

this problem is not only occuring in upgrading to 2.2.3
i've downloaded ver2.2.3 Final and had a same problem

i think the exact solution is : USERs-->GROUP--> Anonymous -->Tick Extended Profles (MOdule Admin RIghts row)
