All comments just in 'nest' mode?

How to do, which files should i modify that all users could see comments only in 'nest' mode and never 'flat' or 'thread'? I was surprised, when i make all three templates the same, but nothing really changed.

Also would be good to know, in which file should i modify something, that by default comments would be shown as nest?

go to system admin --> preferences --> general setting and set "Default Comments Display Order" to nest

but user can change default view at edit profile
r u want users cant change default view??
