Where can I read up on converting/adding a horizontal navigation menu to my site?

I'm looking more for how do I insert it into Xoops.... Ive got the CSS under control. Great link by the way.

For example.... go to admin/blocks/edit... from the control panel. Something like that. If that's not possible what php do I need to mess with?

you can utilize a center/center block to display a menu, but it can be messy.
