Moderator or web master sets it. Moderators are listed under the Forum Headings on the Forum page, you can click their names.

OK, I'm not SO noob.
I mean making a post sticky on my site. I don't see anything like "make this post sticky" on the "new post" creation dialog.

First post your post, THEN sticky it. You can't do both at the same time.
