I'm new to Xoops, I've played with phpnuke. I'm trying to set up a basic website with a shopping cart for my parents in order to sell products. Is XOOPS capable of this without any additional development, or should I look somewhere else?

Oscommerce is your best choice for an open source shop

Xoops has an oscommerce module which can be integrated with Xoops

http://xosc.xoops2.org/modules/shop/

It is only in beta release stage, but I understand some people are using it
