Can i allow anonomous users to see downloads but not be able to download them?

No this is not possible. All you can do is make some blocks from the downloads module, like "latest downloads" or "top downloads", visible to anonymous users.

So the anonymous users can see the downloads in these blocks, but where not allowed to download them.
