Header problem with theme

Ok here is what I got, this is My head copied from HTML editor.

Now if it is not defining these properties in theme.html or style.css where else could it possibly come from? I have deleted my cookies and emptied my cache folder and it still comes up with a flash banner and a table thats not even in the theme.html
is there something im not doing as far as updating the theme?
can anyone help
code is sloppy and still needs to be cleaned up but still it should not be producing this flash banner in my theme

Did you experience with some kind flash banner? Try replacing your banners.php file.

Ok alittle something for all you newbie Xooops Designers.

I had this problem with my theme on my main site not changing when I edit my theme.html or style.css files. it would only occur with certain parts like the head and the foot which was all edited before. problem was I moved my site to a different directory in my file manager. when I did that alot of the files that were CHMOD 0777 or 777 all changed to 0755 or 755.
this caused my templates_c not to be writable except by the owner. which made it so when I switched on the edit theme update section in preferences>>general settings>> it would not write to the template_c file. so make sure if you ever move your site to change the permissions on your files.
cache, template_c, uploads, and mainfile.php. now obviously before i used this site I went and changed the CHMOD on mainfile cuz I had to change the define root url. maybe just maybe some day soon XOOPS developers could add a warning such as the one that is on Page #2 of installation wizard, to the admin page to work at all times incase this small problem occurs. jeez for a newbie like me it took 24 hours to figure it out. I only been using XOOPS for 3 years. man o man where did those 3 years go?
