How get module block below!!!!!

Ok,so in the news, I got news, and then I got a custom module block. However no matter what I do, the news won't go on the top of the site. No matter what number setting I put them on or what. Does the custom HTML block automatically go on top of news or what?

In your theme.html file, you define the order of the blocktypes and content. In the default theme, it is set to this:
[center-center blocks]
[center-left][center-right]
[module content]

So you see, that the module content (news in this case), always goes below the blocks. You'll have to change that in the theme.html file, in order to have the order differently (for the whole site).
