weblinks contain categories but topics are also needed.

As an example, one has an mpeg as category but the topic of the mpeg is "EU relations with the USA"

I just use "subcategories" as "topics" within a main category

But if you need more features there is a "xdirectory" module which is based on weblinks, but with a lot more scope
