ooo no..cant see my system admin..?

when i get in to my admin panel ..i dont see my system settings but every other module just there..can anybody help?

Since:

First you have to login as admin, then you have to type in into your browser:http://www.yoursite.com/modules/system/admin.php?fct=groups

Then you have to give the webmaster all system admin rights.
