I am not certain, but, I think you can only officially use one language pack at a time.
There is a multilingual hack that let's you host more than one language at the same time... but, I don't think it has anything to do with the language pack. Instead, the multilingual hack (or multilanguage or multilingo, I forget) let's you create parallel versions of your documents... one in each language.
The advantage of that is you have control of the translation. The disadvantage is the maintaining content in more than one language is at least double the work.
The other approach is to use a translation block, which translates your pages using one of the free online translation tools. I think this might be the easier way to go, particularly since you are catering to one user.
