CKeditor and "Enable HTML code" for comments?

Excuse me, but my English is very bad. I will try to explain that I did not get done.
I replaced the standard editor comments and I want to used the editor "ckeditor". I managed to install it. But while writing a comment guests or registered users is not an option "Enable HTML code" and the text is displayed in the form:

And if I add a comment to the administrator and set "Enable HTML code" everything appears correctly.

What is the cause and how to make the text automatically converted?

When this works differently for administrators and registered users or anonymous, means that a security measure is instated by the module that says that allowing other people putting html on the site is a security risk. Therefore they are confined to plain text.
