hello,
Having installed xoops 2.4.5, I have no access administers blocks. In debug mode, I have this message:

Try to repair your database tables with phpMyAdmin.
If that fails, notify your hoster about the error.

The table adorned to be good, either it is the data, or the filling at first that is not good

solved with new setup for mysql without strict mod
