I have the same problem at www.extraterrestrialembassy.com I thought it could have been to do with Australias new content control mechanism and possibly the session cookie being blocked between the browser and the client. As we have had quiet a bit from the norm of ET activity in the area of my place which can be simply google mapped under that.
Originally I fit the entire mass of biological entities in a PO Box in dulwich hill, but decided to rename the domain to my mother-in-laws place... No I am an atheist not a raelien.. We need no more of religious iconographic representation here for ET's especially.
So I reworked the Session variables but this made no difference. This is an odd bug cause I can find no reason with the current code base why this is.
If I come up with a solution i will tell you but to clear the protector BAD_IP Cache you have to delete the badip file in the following path \xoops_lib\modules\protector\configs
