Just, because there are so many things to set, we can't deal here at XOOPS with it. We don't deal either with the hardware setup and configuration, which has the same amount of options and is as important for good functioning as the software.
If you want to setup an internet server yourself, you have the knowledge (or the ability to acquire it) to do so, or you use one of the many commercial hosting offerings. If your server is setup in this 'proper' way, there is no problem for running any PHP script (not just XOOPS) and access MySQL database tables with it.
In general it is easier to setup an Apache on Linux server. For IIS, you can do a search with keyword IIS on this forum for some pointers to help that help with 'proper' setup.
Be careful also for the directory and file permission settings, as they have to be set twice, once in IIS and once in the file system for the appropriate 'internet' user.
