Is UTF-8 a progress?

I was shocked to learn that at XOOPS France all literal texts in the language files are translated with the aid of html entities eg the word préférences is written as Préférences. Or in some translations even the numeric entities are used.

It remembers me at the stone ages of computing where literals had to be encoded with hexadecimal pairs.

I can't believe this is the right or intended way to make translations for UTF-8.

Agree! The Spanish community for example, is advising their members not to use UTF-8 when installing xoops. I do the same. Having to use a special text editor to save my translations in UTF-8 is something I'll not do. I like to be able to look at things and read them.
