I am working on a intro page of a site. It's a html page going to be wrapped by a module, myhome or smartsection i don't know jet.
On that page i want to have the newsblock 'recent news' showing its content, how can i intergrate that block into a html page ?

You can also put html code in a custom block and show this on your front page only.
The News module has also several blocks that you can select for the frontpage and can show some content or listings of content as eg recent news etc.
(For both see admin - blocks - admin)

Thank you ghia for your reply, however i want to know how i can get the content of this block "recent news" inside a custom made html page, so without using XOOPS blocks.

Have a look at the source code of the mytabs module.
