I´d like to move my XOOPS (2.0.18) to a new blank site and migrate to 2.2.4.
I just need to migrate users (from 2.0.18 to 2.2.4).

It's better to wait for XOOPS 2.3, which will merge the 2.0.18.1 and 2.2.x versions.

It will provide a migration path from 2.0.18

Will XOOPS 2.3 include PM and PROFILE modules?

2.30 will not include the two modules.
But 2.32+ probably will.

Anyway, profile module has been re-designed and written from ground.

well, I think i must continue with 2.0.18 and apply MP and Smartprofile, but here is my problem:
How can I export users from my previous site to the new site (both of them with 2.0.18)

Just use phpMyAdmin, export the user table, and then import (again with phpMyAdmin) into the new XOOPS Installation.
