How do you block anonymous users from posting & how do you lock a post?

I am starting a forum, I want people to register before they post - how do you block users from posting without registering first. I also want to know if anyone knows how to lock a post from admin (me), so that I can post something that no one can reply to, more like for rules of what can and can not be posted in a certain category. Any suggestions - if you want to take a look it's forum.workathomeattic.com
