Hi, I'm trying to install Protector 3.1, but I've just figured out that my host doesn't allow access to any folder other then public_html. Does that mean I'm sorta screwed here?

Definitely NOT!!

Make a new folder in your public_html folder and give it any name you like - the more obscure the better. Set this new folder to be your xoops_trust_path and away you go!

and you should add one .htaccess file in trust_path folder

What is an htaccess file? How do I make one?

just create a file with the name .htaccess inside that folder and write these words in it:
Order Deny,Allow
Deny from all
Allow from none
