I can add avatars to the avatar list from the administration menu, but how can I make it so people can upload their own pictures? Thank you.

Okay so goto your admin panel, then goto the system tab. a menu will pop up, in that menu goto preferences. Now got user info settings. There you can allow ppl to upload their own avatars, as well set the limits for file size and the pictures dimensions.
