Cannot Edit Blocks

Hi,

When I edit some blocks (arrange them) there were no changes. The system did not notify me whether the database was updated or not. I've set groups permission and I am the Webmaster.

Please help me.

Add:

I can create blocks, delete them,and modify them but cannot set them to appear, their weight, alignment and so on..
