I full heartily agree, that
all the rules should be posted on the Xooops.org web site, and those should be the only rules enforced.
I also agree that the moderators need to be identified in the 'Who's online' sidebar, in some manner. I am still on the fence about using colors or a separate log in (Moderator 1, etc.)
Moderators need the authority to do their job. If they see something that needs to be shutdown, let them shut it down. on the flip side they also need to know they will be held accountable by the management if they screw up.

I would hold off on removing moderators until all the teams get a bit more settled.
