I am looking for a module that would pull all the government alert systems into .. well.. a module. there are several, perhaps options in the admin view to select which alerts you would like to appear on the page. i.e. Terror alert, Amber alert, Weather Alert, Aviation Alert, etc.. I think most these alerts are available to the public, would be nice to have them wrapped into a nice XOOPS module.

Are these available as RSS feeds? If so, you could use xhld, Planet, or RSSfit to aggregate them

Looks like Dept Homeland Security, TSA, etc. only have RSS for news.. not for the actual current alert level. i did find this.

which pulls the DHS threat level.. now to find the other alerts.. and then package them into a module for selection. not something I have done before, but why not give it a shot? I will be back in the USA in a couple months and will tackle it then.
