Neither XOOPS nor protector in the versions mentioned in posting 1 do include the string "Access Is Denied".
Sorry, this signature is experiencing technical difficulties. We will return you to the sheduled signature as soon as possible ...

'Access is denied" is the exact message the students at my school get when trying to access sites the school has filtered out. They get 'site blocked' when our system admin has blocked the site...so my guess is some kind of filter they are having to go through....??? So...there is probably little you can do about it - they will need to contact whoever they access the internet through.

Yes my main guess is "filter" too.
you must ask them and get their Ips and found the location and ...?
anyway you cant do anything.(maybe just can setup a proxy server but it will be filtered too)
