instealled 2.0.15, a bit confused about permissions

The interface changed a bit, and I can't seem to find something very obvious. When I create some block in the middle (center) it does not show to anonymous users.

Any help is appreciated. Thank you!

System Admin --> Groups --> Modify Anonymous Group ?

somehow I was confused when looking at the configuration in other language than english :]
