I've lost my login block

I am brand new to XOOPS and am trying to update a 2 year old implementation that has barely been used. I thought I was relocating the login block to the middle of the page be selecting a radio button on the admin page, but the end result was that when I go the xoops\index.php, the only information shown is the "Waiting Contents" block, the "Main Menu" block with only the "Home" menu item available, and the "Search" block. I have lost the ability to log in to the system.

I have tried typing \admin.php manually at the end of my.site.com\xoops but am informed by the system: "you don't have the right to access this area."

Can anyone help with where to go from here?

I think the following is true:

php ver: 4.3.3
XOOPS ver: 2.0.9.2
MySql ver: 3.23.58
Web server: Apache 2.0
OS: Red Hat Enterprise 3

Call up /user.php to see the login page.
