how can i make block sequence?

how can i make block sequence in left menu, right menu or center menu, fo ex
1. mainmenu block
2.other menu block
3. another menu block

change

1.other menu
2.another menu
3.manin menu

Go into administration => system => blocks. You'll see that you can assign a 'weight' (order) to each block.

You can change the order the blocks are shown in by changing the weight. Recommend that you visit the documentation site and download the Operations Guide. It describes the block/weighting system in more detail.
