Automatic notifications in forums

Some people post messages in the forums of one of my websites and never reply to them when someone answers them. Is there a way to have the "Notify me of new posts in this thread" checked by default when someone post a new thread?
I already made a modification so all new users have their account set to email notifications instead of private messages but this didn't help.

Hi
making automatic notifications won't necessarily make people reply to replies...some people just don't acknowledge with a thanks or response. I would suggest an ettiquette post at the top of each forum to encourage politeness - but you'll never be able to force them and forcing automatic notifications just might make them less responsive.

What did you change to get it "so all new users have their account set to email notifications instead of private messages"? Is this in the administrative interface or a modification to a file in the root folder on the server?
