xoops stat not sure if working

I think I am using this version of XOOPS on one of my sites:
2.0.13.1


I dnloaded XOOPS stats ver 0.45..but it doesn't seem to work? Am I doing something wrong. Isn't it suppose to log how many people come to the site? Does it go by ip address?? It's red..and stays at zero. All I did was upload it...do I need to do anything to it? I've looked at all of the options but I didn't see any place where I can change it?
