Is there anyway to set the categories created in news module and set them as Submenu?

This is possible in recent versions of news. Just go into the admin => news => topics manager. If you edit a topic, there is an option to make it available as a sublink in the main menu.

If you want to have them as main links, or your own news menu, you could also create a custom menu block with the MultiMenu module.
