Sorry I am new to php, i am having a problem with this script to show up in a block on my webpage.

include("links.inc.php");

^^^^how would I get that to show up in a block?

don't use brackets..

just use

include 'links.inc.php';

include_once might be better tho..

and make sure u set the block type to php once set on php, don't use opening or closing php tags ''
