How to make a menu block ??

This is what i want to do, just under the main menu, i would like to make my own block, and when you click it.. just make it link to another url on my website.

I know this sounds like a stupid question, and at one time i was able to do it but i just forgot,

You could try the module MultiMenu.

This module is inspired by iMenu from luinithil, which allow to create custom menus.
This version allow the use of 8 menu blocs, compatible, customisable and configurable independently.
Included, up to 8 different menu styles (droplist, list, menu, select box, etc.)

Is there any other way to do it? like in the code? I just want to take a block i already have, and instead of having it go to the module, just link to a url..
