Hello there, i have just started to use XOOPS and it's great. I have learned the basics, i just want to know how do i configure XOOPS that only the administrator can post news? Can you tell me how to do that?

First thing I would recommend is the XOOPS FAQ section under that Community menu on the left.

I don't want to spam but i have another question. I need a translation pack, if available for Croatian language.

If there isn't one, can someone explain to me how do i translate it. Please i would be greatfull for any help :)

You should try to google it to see if you can find one or search on the XOOPS site (although I'm sure you already tried that).
If you really can't find one you can easily translate the module by following these steps :

Go to youxoopsdir/modules/news/language/ and copy the folder called english and rename it to croatian(?) then open that folder and you should find all the language files in there so you just need to open the php files using notepad and translate. For instance you should only change the text in bold on the following exemple :

Once you have translated the files you should send them to one of the module's developers so it can be made available to other fellow xoopsers :)
