No, any webhost can offer, and most do offer, PHP MySQL hosting. Just shop around. www.surpasshosting.com I have heard is pretty good.

Eric, you might consider hosting your site with 3iX.org. They offer hosting with PHP/MySQL from $1 per month and have a helpdesk that actually helps people. And they American :)

So basically:
1. Download latest version
2. Find maybe a free host
3. Start website.

Also, do I need to use Microsoft XP? We have one.

The operating system of your personal computer won't effect the where you are hosting your XOOPS based website :)
