Is there something special you would want from this besides a quality image? If I had a need for this I'd use the best stand alone webcam apps I could find (there are Flash apps I'd consider) and then plug it in via a simple block or content module. Kind of like ad servers, much better a stand alone system that sits on the site without any real need to integrate with the rest of xoops.
