I think that the question refers to the default values in the submit form. These have not much to do with values stored already in the links table.
In order to change the default form values to blank, you should either look in the "submit form template" (if a template is used), or in the submit.php file.
I do not have access to the code of these files right now, but in one of these two the default values are set.
