Nothing in existance that will do that which I am aware of.
If by template you mean theme (they mean different things to different CMS) , then you can use the XT-Temas module so that users can select and save their theme preference which is saved in their cookie.
I don't know of any module that would allow personalised menu creation. Sounds like a good idea though if it could be done right so as not to cause excessive server load.
Don't know of any module with user quotas either. THis is ususally done at the OS level rather than web app.
