I want to have a gallery section where users can comment and post their pictures like on this Pinoy website.The name of the module is Bamagalerie.I just wanna know where can I download it?

you can do it easily with almost all gallery module in xoops.
xoops gallery, xcgal , myalbum-p and others
just search and find what is better for you

I tried installing XOOPS Gallery...but there's no option that members can post their pics.Also,the only format that you can upload with XOOPS Gallery is a zip file full of images.

i dont install XOOPS gallery before so i dont know about it but i nearlly sure it allowed user to upload picture.
i can recomended xcgallery. this module is a port from coppermine gallery and is very powerfull.
