Two xoops but the same user database?

My question is:

I want to install an English XOOPS and a Chinese XOOPS in my site and the users in two XOOPS could login into each xoops.

I knew there is a Multi Language hack but I think it is not what I need; because the two XOOPS in my site have different directry and content.

Does anybody have ideas?
