What module or block was used to get this type of layout on the front page like the one on this (xoops.org) website? This part right here:

Is that some kind of update to the spotlight block or something else?

yup - this is quickly becoming a FAQ since we re-opened the site. This is a hacked version of the spotlight module, which since it is hard-coded to fit our needs is not fit for public release. Herve is adding a block to News 1.3 to achieve the same thing within a core module.
