Theme choice for users

I don't find the way a user can choose his theme... could someone explain me where it is? I see in the admin module you can select one or more themes for users to choose, but where can they make this choice?

There is a block called themes in the blocks page. If you can't find it there it is in the groups page aswell as many others

The search feature is temporarily disabled due to some kind of server issue.

You could find the earlier posts about that by searching for them.

What if the theme block isn't accessible?

I'm playing with a new install. I uploaded and activated a theme that appears to be broken. NO blocks appear anywhere. I can get to the admin controls by going directly to the modules/system/admin.php URL, so I've changed the default theme back to "default", but even then, and even after logging out of the site, my own theme stays the busted one. How can I manually get the dang thing off my account?
