probably because $category.categoryid is used in the check while the id isnt uniform - you probably deleted category with id 2 -

That's it.I add <{counter start=1 skip=1 print=false assign=a}> and this work

Recently I had a similar issue with "div by", in my case it was:
<{if $category.count is div by 3}>
The workaround that I found on the Web was to change to code to this:
<{if $category.count % 3 == 0}>
Maybe it will help somebody
