assuming you have the latest Newbb 2 installed (from
http://dev.xoops.org - click on Newbb link on the lower right side):
goto Newbb administration
click on Index if not already selected
you'll see:

Path for attached image thumbs: /YOURXOOPSINSTALLPATH/uploads/newbb/thumbs/ ( Not available Create it )
create both folders by clicking on the link to Create It for each folder
then assuming you have already created Categories and Forums, click on the Forums tab, select the Edit icon/option for a listed forum, and you should see a preference to enable/disable uploading/attaching files.
you will also need to set permissions appropriately to specify who can upload.
