Hi!
I have the same problem with the custom blocks. They doesn't appear in blocks in system admin but they appear like anonymous user.
This custom blocks are blocks created with mypage (custom modules html/static).
Installing another module (Altsys) seems not to be garantie of success.
My installation process is an update 2.0.18 to 2.3.1 Final.
Any suggestions?
