How do I enable comments in the news module.

I am currently using News version 1.53 and do not see where I enable comments to news items

I am having a problem creating a custom block for php. When I add the following code to the custom block creater

include("http://www.tsviewer.com/ts_viewer_pur.php?ID=18964&bg=transparent&type=DDA622&type_size=9&type_family=1&info=0&channels=1&users=1");


all the formating gets thrown off.

you can see it here the top blcok is HTML with iframes, the second is supposed to be php.

any ideas how I can fix this or even create my own module or just a block
