The best is to start today!
The most critical issue right now is to test most popular modules and make sure that they work in 2.3.1.
In general, we should go through modules contained in the "Module Packs", as they were selected it be in the packs bacause of their popularity and functionality.
I'll add today a page to Wiki about modules working and not working in 2.3.1, and hopefully our users will updated those pages based on their testing and experiences.
